How is heavy fuel oil blended on fueling barges?

How is heavy fuel oil blended on fueling barges?

(OP)
Heavy fuel oil is blended in the refineries based on the viscosity at 100degC.
However, the oil is frequently referred to by its 40 or 50degC viscosity. This may relate to the onboard Hoffler (falling ball) Viscometer test ships engineers perform but does it also reflect the way the fuels are blended in terminals or on barges?
For oils blended at or relative to the 100degC viscosity, the actual viscosity at 50degC can vary significantly. Can anyone advise how significantly?
Just how is quality controlled on the fuelling barges?
Can anyone help here?
