Rounding strangeness in UG drafting

Question 1:  When the number preceeding a 5 is odd, UG rounds up; when that number is even, UG rounds down.
.135 -> .14 and .145 -> .14
Why would anybody want this to happen?  

Question 2:  How do you change this back to the "normal" rounding mode where all 5's are rounded up?  Solid Edge has a simple check box to toggle this, but I cannot find anything similar in UG.

It has been discussed on the internal UG BBS before.

Answer to question 2:
There is no toggle for this in UG.
