A field inspection revealed a case where a Hilti Kwik Bolt II is welded at the threads instead of nutted. The material type is ASTM A510, chemical composition of AISI 1038. I think it is classified as a medium carbon steel. The shear acting on the bolt is far enough into the shank that the weld should not affect the shear capacity. There is no tension acting on the bolt.
Is this material type considered weldable? Would the condition be acceptable regardless since there is theoretically no application of force to the weld?

The type of electrode used and the technique and workmanship employed to weld these components of the Kwik Bolt would determine the feasability. (was there preheat for the "medium carbon steel", were the electrodes properly stored, etc.)
If the anchor is being used in an application that has an approval by any agency such as ICBO (now the ICC) or BOCA, etc., then it is not considered to be an "approved" fastening system.
