Location Underground Diesel tank near substaion

(OP)
We have a discussion with other colleagues regarding location and grounding requirement for an underground diesel storage tank near the fence of a high voltage electrical substation. The tank is for a 3.2 MVA generator build of fiberglass and the piping to the tank is plastic.

There is a concern about grounding requirement for static electricity, lightning, substation ground grid interaction and grounding for control equipment.

There is a minimum distance requirement to be met to be in compliance with applicable storage tank Codes or good engineering practice guidance near a substation?
