Read "Inferencing Pointers & Lines" in the "Sketch" section of the Help files.
Do you have the "Selection Filter" toolbar showing? Does it have an active selection? If so deselect all filters by clicking on the single funnel shape at the top or left of the toolbar.

To my knowledge, SolidWorks does not 'snap'. However, your cursor, as it moves over endpoints (centerpoints?) and other entities changes from an arrow to different symbols depending on what type of entity your cursor is hovering over. I would guess that if you used 'Help' to find 'cursor', there may be an explanation of the symbols there.

But the real deal is this... Solidworks has "object snap" on all the time.. but the difference is that it does not "Snap" to the point like the Osnap would in Acad. Instead what SolidWorks offers you is feedback.. pay attention to the cursor when you hover your mouse over the different entities in a sketch. A dot means that you are coincident with a point or vertex, a line with a dot in the middle means "midpoint", and there are others. To read more on this, see the help menu index under pointers/relations
But after reading that if you still want to activate the Osnap you simply turn on the add-in and when in a sketch type osnap in the command line area and hit enter Soldiworks will return with "Object Snap Mode:" at which you simply type in the snaps you would like to have. for example lets say we want endpoint, midpoint, and center snaps turned on. At the command prompt we would type the following...
Command: osnap
Object Snap Mode: cen,mid,end
For more information, turn the add-in on for the solidworks 2d emulator under Tools/Add-ins and then go to the Help menu and select 2D Command Emulator Help menu...

But if he feels he needs it... its there! Like I was saying though once he gets used to the cursor feedback he will not have to worry about such things!

APPENG did a much better job than me in describing SW method for "snap". And he is right - the cursor does not change, it sprouts a symbol next to it to indicate what you are near. In models it also highights the entity. In sketches if you are near the sysmbol is white and if you are on it close enough for the select to give a relationship it turns orange. I like it a lot more than having the cursor or sketch goemetry jumping to the nearest "snap". also it is automatic - you don't have to enable or disable it. Take a little getting used to but it very efficient. Not also the model inferences in sketches when you create lines, say off existing one - the dotted inferences that show up let you make things perpendicular , etc. automatically, plus find things choose to be in line with horizontally or vertically. Make a few cheap simple parts and play with it for ahalf an hour.
