When splicing two beam ends together with one splice plate each side of web, should one consider the web thicknesses of the beams when employing the allowable double shear values in AISC Table I-D?  Is there a minimum web thickness for double shear?

Yes, you should consider web and plate thicknesses when designing the connection.  Table I-D only considers bolt shear capacities.  Table I-E gives bearing capacities.  Check both.
