measuring a knurls outer diameter

(OP)
Hallo,

could anybody give me a hint, how to measure the outer diameter of a knurl with axially parallel splines.

The application requires an accuracy class of 1/1000 mm.
The target is 9 ± 0,09 mm.

The problem is, to find a real CAPABLE solution, which can be used for SPC by everybody in short time.
Using a micrometer gauge would be a possibility, but the results are not capable. The results differ depending on the way one uses the gauge.
