In addition to searching for transparent static dissipative plastic sheeting, I am interested to know if anyone knows where I can obtain thin plastic sheeting laminated with a fine wire mesh, similar to some safety glass but finer and thinner. The sheet needs to be transparent like glass but have a fine conductive mesh inside (completely encapsulated for chemical inertness) that can be grounded. I need max thickness 3mm, minimum sheet size 250mm square.

There macrofol range might have an antistatic grade.

It should be possible to laminate the structure you require.

A company in Denmark currently does something similar with textile fibres and polyethylene. They use it as the screens around scaffolding on high rise buildings. I think their name is Monarflex. If you require it, I can dig out my file on them.
