I am not familiar with ceramics but can anyone explain to me (in
laymans terms) the procedure and aparatus used to coat the inside of
domestic hotwater tanks with a glass or glaze?

The easiest is to insert a rotary spray head into the tank and spray for a minute or two.

I think most small tank coatings are applied with some variant of this method.
