We have a simple model 4 legs and a four sided frame at the top (basically a table shape.) the overall size is driven by a sketch. All the configs are driven from a design table.
  My problem is that i want the bom  on the drawing to reflect that over all size in the four tubes but I have to rebuild the 2 tubes
for each config (12 configs in all) 12 dwgs to do how can i get the design table to tell the bom what size the tube is?

You can setup a custom property in the part that reflects a dimension. Make a normal custom property, double click the dimension in the part that reflects the overall length. That property can be used to show up in your BOM.

With in-context relationships and DT's you may have to get creative to make this work.
