What is the factor of safety on friction piles for tensile values (uplift?) Does the allowable uplift force as reported in Geotech report, include a safety factor?

To me allowable indicates that this includes factor of safety. I would call the geotech and ask.
Another thing is to make sure the embedment of the pile in the concrete under the footing and the pullout strength of concrete is sufficient to take the uplift force.

It depends on many factors: how well the soil properties are known, how often the loads are expected, how well known the loads are, etc. A great source for evaluating risk - from a geotechnical standpoint - is a paper titled "Factor of Safety and Reliability in Geotechnical Engineering", by J. Michael Duncan, Journal of Geotechnical and Geoenvironmental Engineering, ASCE, Vol. 127 No 8, August 2001. This will give you (rather, your geotechnical consultant) a realistic - and usable - guide to selecting the appropriate factor of safety based on the variability of the geotechnical data and the chosen risk of failure. Of course, the owner should be the one who makes that decision...
