Does someone know a coating that could be applied on cooling elements resistent againts seawarter and in such a way that it maintain thermal heat transfer.

What you want to do is a apply a coating that is salt water resistant and has a high conductivity.  If you do a "Google" search, using the bolded words, you will find companies that sell such products.

I think it has to be resistant to bio-fouling, too.
