I was wondering if anyone knew of a device (possibly sold in stores) that could dry a paper material quickly without going over 100 degrees Farenheit.

If the material is a web that can be dried while winding for one roll to another you can blow warm air on it. Look-up web driers in Google. There are many manufacturers. If drying in bulk a vacuum drier would probably be most appropriate. Limiting temp to 100F will make drying much slower than at higher temps, but it can be done.
