Is is possible to have one drawing that has two xrefs in model spaces and display them in paper space in two seperate vports with each vport having a different LTSCALE.

For instance Vport one is showing a 1:500 OS map with a LTSCALE of 500 and vport two is showing a 1:20 detail with an LTSCALE of 20.

This is so that hidden and dashed lines appear as required  in both vports.

Yes this is controlled with the psltscale command set this to 1 and changing the ltscale to 1. Your viewports ltscales will then be set to the scale of the viewport.
