We need to glue a base of a barrier device for parking spaces, for applications where anchors are not allowed.  The barrier yields after 200 lb. is applied horizontally at a height of 15" from the ground.  If curious, the application can be seen on www.dp-corp.com.

Any suggestions as to the best adhesives, and what surface area will we need to provide?

Well it looks you need two adhesives, one barrier or whatever to concrete and other base of the device to barrier. On the proper adhesives who other than adhesive sellers can give the more informed opinion? Try Sika or alike help.
