Does anyone know of a way to rotate a raster reference file to a degree other than 90, 180, or 270 in Microstation J?  I used to do this with IRASC but no longer have that software.

After it's rotated I'll need to clip it and be able to print it.

Yes, it's possible.

When you go to File --> Reference and then click on Display --> Raster you can select te rasterimages which you want to rotate. After selecting this just click on Tools --> Rotate and there you can choose youre wanted angles.
