We are a small machine shop.  A company has asked us to make a "118 weld" on a lifting device.  What does that mean?

I don't think so. The request was verbal. They said "one-eighteen weld".

Inconel 118 is a type of welding electrode??

The material is 4150.  A local welding supply store thought maybe 11018 electrode is what they were talking about. The high tensile strength makes sense with a lifting device.

It is possible that the drawing is using the nomenclature from ISO 4063 (EN 24063) which indicates the welding method by using a three digit number.  For example, MIG welding (GMAW with inert gas) is indicated by 131.  TIG welding (GTAW) is indicated by 141.  Firecracker welding is the method indicated by 118.  I am not familiar with this term, but it appears under the broader category of Metal-arc welding without gas protection.  Maybe someone else can provide additional details.

I heard this term used for FCAW 110 ksi self shielded wire.
11 being the 110 ksi strength level and the 8 being self- shielded.  Complete callout would be E11(1/0)(T)8
This falls under AWS A 5.29.

I have also heard it used for OAW both on copper/brass and c/s.
