I have 2 questions.
1) Is SAE Grade 8 bolts acceptable to use in a piping system built to B31.3. Does B31.3 recognize Grade 8 bolts?
2) Is there an equivalent ASTM material for LT50 (under published literature), which I believe is a British Standard material, so that this LT 50 ( custom flange ) material can be used in a piping system built to B31.3.

Sorry, The bolts are:
Grade 8.8 Hexagon Bolts DIN 931 / BS 3692
and not SAE Grade 8 bolts.
