Does sombody knows where can I get information on average heating degree-days for the (major) cities in Canada? The base temp should be 18C (65F).

ASHRAE Fundamentals has climate design information for all major and many minor cities in Canada. That would be your best bet.

Unfortunately the ASHRAE Handbook Fundamentals has not Degree-Days information.
