I have yet to see this new, 2nd edition, but for what it's worth, the first edition was terrible.  Probably the worst reference book I have ever seen.  Difficult to navigate, poorly cross-referenced.  And it is/was very expensive.  Two excellent references on this subject are the following:

I have the 2nd Edition and find it useful but it certainly is not nearly as useful as the ASM Publications.  The best source that I have seen to date has been the ASM Net source, which is comprised of Manufacturer's trade designations info, the Worldwide Guides, Stahlschlussel and Woldman's.

Likely that it's completely updated and revised because ASTM got a lot of complaints.
Please take a look at the free sample and give a comparison.
