Hello,
  Kindly help me on the following:
 
1) If i have the wind data for daytime visual meteorological conditions, what steps should i flow in order to draw a wind rose diagram and then finding the orientation of runway(assuming magnetic north to be 10 degrees ).

2) Is there any free downloadable software which i can use to complete this project or can i use excel spread sheet for this.?

3) Is there any website related to this, which can provide the Basic information ?

4) If i want to make a Electronic Model for this can i do that?

I suggest that you should read one of the chapter on Airport configuration from the well known text book by R. Horonjeff , "Planning and design of airports". A portion of this chapter deals with the wind rose, and some examples.
I also assume that FAA and ICAO guidelines provide some info on the selection of the runway from wind rose diagram.

As far as using a software to create wind rose, try

If you do not have access to the textbook, you may download airport related document from USACE
http://www.usace.army.mil/inet/usace-docs/armytm/
Select TM 5-803-7   Technical Manual on Airport and Heliport Planning Criteria.
Attachement 5 discusses about the use of wind rose, with charts, etc.  Good and comprehensive chapter to read.
