NFPA Standard 22 covers the design of embankment supported coated fabric tanks for fire protection.  My question is could this design be modified such that the lined "tank" is effectively the banks of a pond.  Is a lined pond a permissible water source for fire protection?

You can use a "raw" water source for fire sprinklers provided you meet all of the requirements of NFPA 13.  You will need a strainer on the fire pump, and all sprinklers installed in the pendent position will have to be installed on return bends.  There are some other requirements, but that is all I can think of at this point.  We just installed a system that involved a well and vertical turbine pump supplying in-rack fire sprinklers.  It surprisingly turned out to be a great solution to the project.
