Synchronised a 700 Kwatt steam turbine driven generator, (480v) to the utility with peculiar results...the voltage went to 510 volt the PF to about 0.2 the current to 900 amp with little indication of real power on the wattmeter before tripping on overcurrent. The excitation is provided through a Basler power factor controller and voltage regulator arrangement.

Powr factor controller is a static exciter ? I know excitation affects the power factor, but is this a real exciter?
Has this unit independelty run suscessfully on load?

An ac machine, immediately upon synchroniztion with grid, will either take current from the grid (reverse power) or supply megavars with a low pf. Immediately upon synchroniation, your governor should control your unit to supply rapidly a minimum power of 10 to 20% to the grid.
