Is it allowed by code to have the reinforcing plate of manhole opening overlap an horizontal shell course weld?

I think the answer for API 650 tanks is:

Yes as long as the reinforcing pad intersects the horizontal weld at 90 degrees and extends past the horizontal weld by 6" if the shell plate is less than 1/2" thick and (the greater of 10" and 8T) if greater than 1/2" thick.
