I'm relatively new to SolidWorks and was wondering what is the best way to insert a hole on a cylindrical surface using Hole Wizard.

If you are using SW 2001+ or later you should be able to select the cylindical surface.  If you are inserting a tap, you sometimes will get a message something to the effect that an edge could not be found for the cosmetic thread.  Sometimes you can just edit definition then just click through and the cosmetic threads will appear.  Sometimes you will have to manually put them in.  This is true of the method Scott recommended too.
