I think i have read in either B31.3 or B16.5 that it is allowable, for a small time period, to go a certain percentage over the rated temperature/pressure that a system is designed for. Does anyone know about this and where i can find it, or am i totally wrong ??

         You are correct temperature and pressure excursions are allowable under certain conditions. You will find the info you need in ASME B31.3 Para 302.2.4 "Allowances for Pressure and Temperature variations"
