How do I lock down toolbars (locations and editing)

I have seen this done may years ago in my autocad class but that was release 12 on windows. My understanding the proffesor did this through windows somehow it was not done through autocad. He wanted to make sure cad was identical on all machines for ease of education. So I know it can be done but how? I asked him how way back when but he said he could not tell me because he did not want anyone changing the systems. ??? Got to be a way.

QuickPick by Manusoft does what you need.  It will lock your toolbars, widen your layer dropdown, and several other things you probably didn't think you needed.

Well I will take a look at it but I am really interested in finding out what he did. There was no externall add-on used with the method he used. Anyone know of a way to do this without additional software?
