Can one use any non-polar capacitor rated at the mains voltage (230V for us here)

I'd recommend using a cap rated above the mains voltage by at least 10%. There will be times when you get a transient rise in voltage at the cap. Keep in mind this will reduce the nameplate KVAR rating of the cap when used at the lower voltage.

Components and assemblies rated to IEEE Std 18-1992 cover a lot of turf for PF-correction application.

NO.
Most capacitors are rated for DC operation. Only use capacitors that are designed fo AC operation across the mains.
