How do I use my own settings for the Command Manager viewing assys made by my coworkers?
Settings for the Command Manager are saved with the model and when I open someone else's design, whole interface changes.
Any clues?

Well, that sux! Does it permanently override your settings? Can you load one of your own parts and restore your set up?
Doe it change when you load one of your own old parts?
I am just starting to use SW4 this week and am very upset that I have to redo my entire working environment.

It seems like SW saves Command Manager settings with the document ( assy, part or dwg ).
I don't know if there is any fast way to change it to your settings.
