Can anyone recommend a reference that explains how to do a TCD-related traffic study? This is for a county engineer.

The ITE Traffic Control Device Handbook comes to mind, but I suspect he's looking for more of a "how-to" manual.

I'm not sure what type of "study" guide is being requested.
The institute of Transportation Engineers has a Manual of Transportation Engineering Studies ($99 for non-members). It is an update of their previously published Manual of Traffic Enginering Studies. I have not seen the new edition, but the Table of Contents for the 1976 edition reads as follows:

Chapter 1 Introduction
Chapter 2 Inventories for Traffic Studies
Chapter 3 Traffic Volumes
Chapter 4 Traffic Accident Studies
Chapter 5 Traffic Conflicts
Chapter 6 Spot Speeds
Chapter 7 Travel Times and Delays
Chapter 8 Intersection Delays
Chapter 9 Origin-Destination Surveys
Chapter 10 Parking Studies
Chapter 11 Public Transportation Usage
Chapter 12 Public Transportation Speed and Delays
Chapter 13 Street Lighting
Chapter 14 Observance of Control Devices

I have found the 1976 edition to be a useful reference.

It turns out his specific question regards curves. There are plenty of instructions for ball banking, a few on chevron spacing, but little in the way of comprehensive curve study guides, that also covers crash history analysis, whether to post chevrons, curve widening, geometry, whether or not it's an isolated curve, and everything else that needs to be considered...
