In addition to the volume leakage test, " the structure should also be considered to have failed if water is observed flowing from the structure or if moisture, other fhan from precipitaiton or condensation can be transferred to a dry hand of the exterior surface."  What constitutes "flowing water" and why is flowing water a test if the "dry hand test" is also required.  Doesn't the dry hand test encompass flowing water?  Your thoughts please.
