Does anyone have any suggestions for creating a plane tangent to a cylinder.

Is any way better than the other?  Should I avoid doing it a certain way?

This is how it worked for me (SW2003). Click on new plane icon and select 'on surface'. Select cylinder, Cntrl click plane that will be perpindecular to. It will be tangent to cylinder. Hope this works for you.
