Are stray currents a problem in tunnels when there is no electrified railway nearby?

Please be a little more specific....What kind of tunnel, why are you worried about stray currents?

I think any time there are two conductors and a dielectric in between, you have capcitance. This translates into a potential difference (voltage). Noise voltages can then be coupled to the metallic structure whether below ground or not. When you have noise voltages, you have noise currents as well.
