Robin,

I would start with NFPA 33 Spray Application Using Flammable or Combustible Materials, I do know that Chapter 13 deals with Powder Coating, also Chapter 5 covers Ventilation requirements.  The NEC code also covers all electrical requirements within a Class 1 Div. 2 or Class 2 Div 2 area.
