Missing COM3 with Windows XP pro

I have installed a new modem in an old (not really that old) packard bell with a 333mhz celeron processor.  The problem is that the modem is using COM3 but the computer does not recognize that there is a COM3 only COM1 and LPT1.  The modem is testing OK using the query modem under properties but it will not dial the number when trying to connect (it says it is dialing but isn't).  Any help or suggestions would be appreciated
