The company I work for has several tanks that have not been removed from service for internal inspection  for between 12-15 years.  The last unit inspector falsified records leading the company to believe that all tanks were compliant. My question is, is there anything we can do to get compliant without removing tanks from service? Like submerged UT etc.  Because of  the number of tanks it will take 2-3 years to be able to remove each tank from service for inspection.  Any / all suggestions will be helpful.

Do you have tanks in similar service?  One of the things that you can do is compare tanks of similar service to the ones out of compliance.  If the other tanks are in good shape, you can opt against inspecting them at this time based on collected data.  After you establish this, you can schedule them to be inspected at more convenient times.  I was hired into a position where better than 50% of the tanks were out of compliance.  We compared the inspected ones to the not inspected ones and established which of them had to be inspected first and came up with an inspection plan the was do-able for everyone and we are now compliant in that we are working in a logical fashion towards total compliance by inspection.
