Is it appropriate to bond together the grounding of 13.8kv & 8kV systems being supplied from two different sources, If not what are the implications?

Grounds that are not bonded together are still interconnected through the earth. A ground fault on one system could create a large voltage difference across the earth, and this can be a bad thing if you happen to have your legs too far apart.

A local ground fault in either may cause seriously high touch/step potentials
