My understanding is that assuming the paint and material underneith have similar properties...

1- a surface that is painted black and exposed to the sun will behave differently than the one that is painted white. The black one will absorb much more heat.
2- a surface that is painted black and is indoors and exposed to a heat source other than the sun - will behave in a similar manner as the white one

is this correct?

The black surface will always have more heat transfer by radiation because of its higher surface emmisivity. Heat will move from the high temperature source to the lower temperature body. Thus the black body will absorb or reject heat faster.

You're right CB, I copied it over to Heat Transfer, I apologize for my absent mindness.

lilliput - emissivity for black or white lacquer is listed at 0.8-0.95 for black OR white lacquer (source Heat Transfer by JP Holman, 7th edition)
