I am currently trying to do some photo assemblies and cannot figure out how to insert balloons "On Top" of a digital picture.  

Just to clarify, I have inserted a .jpeg file into a SolidWorks "Drawing" file.  When I go to "Insert =>Annotations =>Balloon" and then add a balloon to the the picture, if I go to "Print Preview" the .jpeg is always on top of the balloon arrows.  Is there a way to make the balloons appear on top of the picture?

Nope you can't send a picture to be behind the balloons or vise versus.

You could make it all in a Photoshop image tool and insert the picture into SW. But that kind of defeats the purpose of SW other than the border.

You can't have "transparent" sketches, drawings (and or views on them).  Not really surprising, since this is a CAD system not a graphic art system. Don't hold you breath for an enhancement since I doubt if this would figuer far up the charts in overall user demand.

3/4 of all the Spam produced goes to Hawaii - shame that's not true of SPAM also.......
