Hi there!
I am working on an animation project I am using Nastran and/or Dynamic Designer...
My goal is to make a friction mate between a cylinderical surface and 2 mechanisms... it works like this;
think of a pair of scissors and a cylinder. What I want to do is to give a displacement to the cylinder and make the scissor's legs open.And vice versa....

I don't know if I understand you correctly or not, but try this.

If you are looking for a some mates to do your animation, mirror the scissor part and make the seed component point tangent to the cylinder wall. Be sure to make the shaft that the 1st scissor section resides on, fixed to the origin of the assembly. From the way I'm thinking, this should work with a couple of more mates for constraining the parts.
