I am looking for a calculation method or procedure to determine product losses from a pressurised chemical storage tank (with or with-out an internal floating roof). Also, does any-one have guidelines on when to add a nitrogen blanket on top of an IFR and how to determine a suitable pressure for the nitrogen on top of the IFR to minimise the losses from the push-pull effect. I am aware of the EPA's AP42 and the API2517/2519, but they do not cater for pressurised conditions. Can someone help?

For your pressurized vessel, you will only have losses when the internal pressure exceeds the pressure vent setting.  Does that ever occur for your tank?

I'm thinking that adding a Nitrogen blanket does not change the evaporation rate of the fluid at the liquid surface nor the amount of vapors that can pass through the floating roof.  The Nitrogen simply inerts the atmosphere above the floating roof so it can not ignite.  So, your emission rate remains the same, just mixed with Nitrogen in lieu of air.

API 2517/2519 have been replaced with new API standards MPMS Chapter 19 Sections 1 and 2.  

Do you use the free Tanks program, available at http://www.epa.gov/ttn/chief/software/tanks/ ??

I agree with you that using nitrogen in stead of air as a blanket will not have a significant influence on the emission rate, but in the case of a product with a relatively high vapour pressure, I believe that Ratio of Nitrogen to product vapours in the vapour space should become bigger if I increase the Nitrogen pressure significantly. That would mean that I lose a smaller amount of product vapours every time that the tank breathes out. (In our situation we have a lot of Nitrogen available, and at a relatively low cost) Does this make sense?

Thank you for the information on the API MPMS. And no, I have not used the free program before. I will investigate.

Do you have any thoughts on how to select a suitable pressure for the nitrogen blanket in the case of high vapour pressure products. Do you just use the product vapour pressure plus a margin, or what?

Found in the FAQ section of AP-42:
CAN I USE TANKS TO ESTIMATE EMISSIONS FROM A FIXED ROOF TANK OPERATED UNDER "LOW PRESSURE" CONDITIONS?
Low pressure conditions are defined by API as an operating range of just above atmospheric to 15 psig. The TANKS model uses equations developed under atmospheric conditions and is not programmed to estimate emissions from low pressure tanks. However, you may use API Bulletin 2516, Evaporation Loss From Low-Pressure Tanks, to determine if your storage pressure is sufficient to prevent standing storage losses from the material stored. Working losses can be calculated as a percentage of the throughput.

Also there:
MY STORAGE TANK HAS A NITROGEN BLANKET. HOW SHOULD I ESTIMATE EMISSIONS?
Whether the tank is of fixed roof or internal floating roof design, no modifications to the equations are required. The gas blanket will not affect emissions if the tank is operated near atmospheric pressure.
