I was looking at one of the drawing in a crane code. THe connection between the monorail crane beam ends to the support has bolts with lock nuts. The bolts have also pipe sleeves of approximately 60 mm long. What is the function of these pipe sleeves. I suspect that there are there to give some flexibility to the connection but I cannot find any information of the use of them in the WWW. Please enlighten me on this ?

Thanks for your response. The pipe sleeve is not between the the monorail top flange and the support structure. The long bolt is inserted from below, passing through the top flange, the support structure (in this case a thin plate which is part of the hanger), the pipe sleeve, a washer and then the lock nut.

It's new to me.
I did quite a few monorails and overhead cranes, years past, but I don't recall ever seeing a hanger like what you describe (assuming I understand it correctly!!!)
I've hung the beam on some pretty wierd structures before (one of the strangest setups was the Peter Pan ride at Disneyland, if you get a chance, ride it and watch where the monorail beam goes).
