PDM - Should we take OwnerShip of all children or Not?

Our main goal is to have all files in the PDM/Works vault open to everyone. Currently we have our production-released files in a read only folder within the PDM/Works vault.
Group 1 wants to take OwnerShip of assembly and drawings and all children. The reason:
1. This will prevent anyone from changing anything without them knowing it.
Group 2 wants to take OwnerShip only when changing it. The reason:
1. Easier to know what has changed when checking-in.
2. You do not have to go looking for someone who has OwnerShip of a part, to get them to release OwnerShip.
3. Also when looking at history, you do not see a bunch of Own and Disown and the note that goes along with them.
My question is: “I it better to take OwnerShip of assembly and all children or take OwnerShip only what you are changing. We would like to look at the big picture. We have 14 full time SolidWorks/PDM users.

When we are finished, we check it in and update ownership to generic 'Doc Control'. This tells everyone that no one has it.

Thanks for you quick response. Basically you have the same thing we currently have now. You use ownership and we use read only folders. Our manager told us to open the files to everyone. He was getting to many complaints of read only files. Doc control will not give them ownership without an ECN. The engineers cannot share their work without putting it into the PDM, which is write protected. Now we are trying to figure out how we can control the files and let everyone change the files at their discretion.
