Is registration as a SE (structural engineer) rather than a PE required to design modular block retaining walls in Illinois?  Any commentary you may have will be appreciated.

I sure hope not, for were it true, it would indicate that the folks establishing the requirement don't understand the fact that such walls are reinforced soil GRAVITY structures (the block is merely a facing); any engineer smart enough to get an actual engineering degree should be able to figure out the mechanics involved, or else our schools are incompetent.
