Are there any software programs out there that can generate a chicago storm from IDF curves? (Preferably free software or spreadsheet)

Are you referring to the Bulletin 70 / Huff distribution rainfall?  You can do that with TR-20, which is Public Domain.  You must manually enter the rainfall tables.  Generally, you must run all four quartiles to see which is the worst.
