I need to design a concrete footing for a jib crane.  Maximum lifted load 1.5K.  Bottom of arm, 13.00' Above Finished Floor.  Arm length 20.00'.  

Is there a simple solution?

In particular, I am looking for a recommended text or simple concrete design solutions manual for common applications or problems.

Any suggestions?

Gorbel cranes come with foundation instructions/recommendation. They can probably fax or email you some.

For this loading would recommend a drilled shaft/pier.  Treat the shaft/pier with loads P = 1,500+DL+ImpactXS.F. and M = 30,000+ImpactXS.F.  There are several generic solutions in text/handboods based on the elastic foundation analysis.  You'll need a good soils analysis of the foundation material.  pfahl has a good recommendation. Contact the crane manufacturer for recomendations.  If no recommendations, try the drilled shaft.

i believe that the crane supplier has the appropriate design data for the crane footing,which like max moment,torsion,horizontal force due to wind load!!

Contact the manufacturer or supplier - they should have a chart with all of their standard size jib cranes and the required foundation size, rebar requirements, etc. If the crane manufacturer is out of business or you can't identify them, contact one still in business (such as Gorbel, as someone mentioned earlier), and match one of their's dimensionally to what you have. It will generally be 8' X 8' x 4' deep, sometimes 10' x 10', most specify 4 mats of #6 bars, 12" o.c.
