Hello-

I am looking for a valve or a membrane that allows air at atmospheric pressure to enter and exit, but will stop fluids from passing through.

It sounds to me like you are just looking for an automatic vent valve.  If you search the internet you will find them readily available.  Are you after something more specific?  If so, you need to include more detail with your question.

A Cortex like fabric may do the trick. This is used for windsurfers to allow the internal pressure to equalise withn tempeture changes but not suck in water.

Surf the web and look for Parker-Hannifin.  If they don't have it, give them a week and they'll invent it!

A Gore-Tex membrane allows vapours to pass but keeps liquids in or out.
