If a welder has qualified for a procedure for >1" diameter pipe using a full penetration butt weld, is that welder then qualified to do a fillet weld on any sized pipe as per QW-452.6 or are they limited by pipe diameters as per QW-452.4?  Does anyone know of any interpretations on this?

See IX-83-16, IX-83-98, IX-86-74, IX-89-31, IX-89-87.........Unfortunately I do not have these interpretations with me right now!!!
