I used to work in an electronics repair facility. It had a library that contained books that listed every electronic device made by every manufacture and its specifications. Does anyone know if there is a catalog like that online? Or if there is a publisher of such a resource?

Each has relatively complete parametrics, datasheets and app notes for a relatively broad set of parts (each claims over 10 million parts) that include semiconductor, passive, and interconnect (SiliconExpert doesn't have interconnect). They vary in terms of currency, completeness, and focus. One or another might be better for you depending on the type of parts you're looking for and your goals.
And they all cost money.
You can also go to avnet, memec, and other (larger) distributor websites and sign up for their search engines - that might help but they're usually limited to the disti's line card. As mentioned above there's also icmaster and a few others.
