CSA S406 is the design standard for PWF foundation in Canada

Clause 7.2.3 states “ Perimeter drainage tile or pipe shall not be used with preserved wood foundations.”

The standard does call for a perimeter French drain and that it shall extend under the footing and be drained to a sump or natural drain, but I cannot understand why perimeter drainage tile is specifically prohibited.

Does anyone know the background and rationale for this clause?
